Bible prophecy is not there to confuse, but to REVEAL! Just at the beginning of the book of Revelation confirms. It is "the revelation of Jesus Christ". Revelation 13 describes two pets. One who rose out of the sea, and one which rises from the earth. Now if we only read this chapter in itself, it will be very difficult, almost impossible to understand what we are told. But if we use the rules to allow Bible interprets itself, then we can find some of this understanding.
So, we need to find out what the "beast" in Bible prophecy. If we turn to Daniel 7, we find a verse says "and the fourth beast is the fourth kingdom upon the earth". And there we have it! A beast in Bible prophecy is an empire or nation in the world. So now we know that both beasts in Revelation 13 are the two countries in the world.

Let's take something else from Revelation 13 and applying the rules of this interpretation. He said the first beast rise up out of the "sea". What does that mean? Well, if we use the Bible to interpret itself, then we need to look elsewhere for meaning.
And Revelation 17:15 gives us that meaning, where the angel in Revelation 17 says that "water" represents "the people, crowds, nations, and languages". So this beast of Revelation 13 which rises out of the "sea" is actually a nation that rose out of the populated area with a lot of different people, nations, and languages, such as Europe.
